La representación de intereses en el parlamento: un análisis sobre su viabilidad actual a partir del caso colombiano

Abstract

The low capacity of the current democratic institutions to respond to the interests of citizens and meet their expectations is causing a crisis of representation. In this stage, the aim of this paper is to check if the political representation, understood as defence of interests, is still viable in the current historical moment. To do this, this paper seeks to quantify the time, in terms of hours, that each of the members of parliament would require to attend to the number and variety of interests of the citizens who voted for him or her in a year. The central argument is that, many times, the preferences of each of the voters in the district are contradictory to each other and, from the above, it is concluded that the representation, as defence of interest, not only exceeds the parliamentarian's available time, but is also logically insoluble.

Doctor en Estado de Derecho y Gobernanza Global por la Universidad de Salamanca y Máster en Estudios Latinoamericanos por la misma universidad. Estudió Ciencias Políticas y de la Administración y Derecho en la Universidad de Granada. Ha sido investigador predoctoral de la Universidad de Salamanca e investigador visitante en la Universidad de Boston, Estados Unidos. También ha sido profesor en el IUNIT-Universidad Rey Juan Carlos, la Universidad Nacional de Colombia, la Pontificia Universidad Javeriana, entre otras. Forma parte del PELA de la Universidad de Salamanca y del Grupo de Partidos Políticos de la Universidad Nacional de Colombia.
